NECAP works are undertaken to satisfy workplace health, safety and environmental requirements, or are beyond the scope of the operator’s annual maintenance plan. They are not designed to increase terminal capacity.
NECAP 2020
On 18 June 2020, we accepted DBCT Management’s claim for $25.7 million of non-expansion capital expenditure for 2019–20 (NECAP 2020), under clause 12.10(b) of the 2017 access undertaking.
We also approved DBCT Management’s annual revenue requirement and terminal infrastructure charge for 2019–20, following the roll-forward of the regulated asset base.

NECAP 2019
On 20 June 2019, we accepted DBCT Management’s claim for $28.9 million of non-expansion capital expenditure for 2018–19 (NECAP 2019), under clause 12.10(b) of the 2017 access undertaking.
We also approved DBCT Management’s annual revenue requirement and terminal infrastructure charge for 2019–20, following the roll-forward of the regulated asset base.

NECAP 2018
On 21 June 2018, we accepted DBCT Management’s claim for $10.7 million of non-expansion capital expenditure (NECAP) for 2017–18 (NECAP 2018). The acceptance was made under clause 12.10(b) of the 2017 access undertaking.
On the same date, we also approved DBCT Management’s annual revenue requirement and reference tariff for 2018–19, following the roll-forward of the regulated asset base.
