Sunwater’s Burdekin Haughton water supply scheme provides water to urban and rural customers, including the Burdekin River irrigation area.
We were directed to review this scheme in 2002.
The scheme includes the Burdekin Falls Dam, a number of weirs on the Burdekin and Haughton rivers, and three major channel distribution systems.
It supplies irrigation water (to the Burdekin River irrigation area), urban water (to Townsville and Thuringowa) and industrial water (to local businesses).
Our final report was released in April 2003.
Subject to the constraints of our investigation, we found that Burdekin-Haughton water prices do not incorporate any excess return on capital.
Under the prevailing expectations of prices for sugar, we found that sugarcane irrigators in the Burdekin River irrigation area did not, on average, have a capacity to pay a positive rate of return.
Our draft report was released in September 2002.

In January 2002 we were directed to review aspects of the capital costs incurred by Sunwater in providing water to irrigators in the Burdekin River irrigation area.
In particular, we were requested to:
- review capital contributions
- estimate an appropriate weighted average cost of capital
- determine whether current price paths incorporate any excess return on capital
- outline the circumstances where it is appropriate to earn a positive return on capital on irrigation scheme assets.
