Incremental expansion study DAAUs

On 16 June 2017, we approved DBCT Management (DBCTM)’s May 2017 incremental expansion study DAAU.

We amended the 2017–18 regulated asset base (RAB), revenues and tariffs to reflect $8.785 million in incremental expansion study costs in respect of the Dalrymple Bay Coal Terminal (DBCT).

On the same date, we also approved DBCTM’s annual revenue requirement roll-forward for 2017–18 and the change in terminal infrastructure charge associated with the reference tonnage review event submitted as part of the roll-forward application.

On 23 May 2017, DBCT Management submitted a draft amending access undertaking (DAAU) seeking approval to amend the 2017–18 regulated asset base, revenues and tariffs based on $8.8 million in incremental expansion study costs (May 2017 incremental expansion study DAAU).

We began an investigation to decide whether to approve, or refuse to approve, the DAAU. The DAAU and related material, including a mark-up to the draft submission made by DBCTM which was the basis of our consultant’s (Flagstaff Consulting) draft report, are available below.

Stakeholders were invited to comment on the DAAU and Flagstaff’s draft report.

We did not receive any submissions.

March 2017 incremental expansion study DAAU—withdrawn

On 14 March 2017, DBCT Management submitted a DAAU seeking approval to amend the 2016–17 regulated asset base, revenues and tariffs based on $8.3 million in incremental expansion study costs (incremental expansion study DAAU).

We began an investigation to decide whether to approve, or refuse to approve, the DAAU. The DAAU and related material, including a mark up to the draft submission made by DBCTM which was the basis of our consultant’s (Flagstaff Consulting) draft report, are available in the archived March 2017 incremental expansion study DAAU section below.

Stakeholders were invited to comment on the DAAU and Flagstaff’s draft report.

We did not receive any submissions from stakeholders.

On 10 May 2017, DBCT Management withdrew the incremental expansion study DAAU and advised it would submit a revised DAAU relating to this matter.
