Review of GAWB's proposals on the contingent supply from Fitzroy River

Our final report consisted of two parts:

Part A addressed GAWB’s proposed preparatory expenditure for the contigent supply strategy and was released in December 2007.
Part B addressed GAWB’s proposing triggers for construction of its proposed contingent supply and was released in December 2008.

Findings

We found that it was prudent for GAWB to continue working towards implementing the Fitzroy pipeline option, but that asset creation should be deferred until it is demonstrated by be necessary and has significant customer support.

We considered that GAWB’s proposed criteria for triggering augmentation are appropriate, but that a separate trigger should apply for supply restrictions.

Project information

As part of its strategic water planning, GAWB developed a contingent supply strategy which entails the sourcing of water from the Fitzroy River near Rockhampton as the preferred option. We were directed to review:

the prudence, efficiency and timing of GAWB’s contingent supply strategy
the means by which efficient costs of the contingent supply strategy should be included in prices
the criteria for triggering construction of the appropriate augmentation
GAWB’s proposed changes to pricing practices
