A review event, such as a change in reference tonnage, can affect the terminal infrastructure charge. Other examples of review events are the completion of a terminal capacity expansion, receipt of insurance proceeds or inclusion of capital expenditure in the regulatory asset base.
Change in reference tonnage December 2020
On 17 December 2020, we approved DBI Management’s application to amend the terminal infrastructure charge (TIC). The amended TIC is as follows:

Change in reference tonnage November 2019
On 19 December 2019, we approved DBCT Management’s application to amend the terminal infrastructure charge (TIC). The amended TIC is as follows:

DBCT Management applied for a change in the TIC on 28 November 2019. This application was based on a review event for a change in reference tonnage. The reference tonnage changed as two access agreements for capacity have changed. Changes in reference tonnage affect the TIC, which in this case changes from 1 January 2020 to 30 June 2020.

Change in reference tonnage November 2018
On 26 November 2018, we approved DBCT Management’s application to amend the terminal infrastructure charge (TIC). The amended TIC is as follows:

Under the Dalrymple Bay Coal Terminal (DBCT) 2017 access undertaking (the 2017 AU), a change in reference tonnage constitutes a ‘review event’ (sch. G, definitions). If such a review event occurs, DBCT Management must submit a request to the QCA to approve an amendment to (any one or more of) the annual revenue requirement, revenue cap and reference tariff (sch. C, part A, cl. 4(e)).
DBCT Management applied for a change in the TIC on 16 November 2018. This application was based on a review event for a change in reference tonnage. The reference tonnage was changed because new access agreements were signed, after a notifying access seeker process (cl. 5.4 of the 2017 AU), and one existing access agreement was varied. Changes in reference tonnage affect the TIC, which therefore in this case changes from 1 November 2018 to 30 June 2019.

Change in reference tonnage August 2018
On 19 July 2018, we approved DBCT Management’s application to conditionally vary the capacity of an existing access holder under clause 5.4(k)(5) of the access undertaking, and the associated change in reference tonnage. The amended reference tariff decreases from $2.6155 to $2.5933, from 1 August 2018 to 30 June 2019.
The approval was made in accordance with the DBCT 2017 access undertaking (sch. C, part A, cls. 4(e) and 5.4(5)(k)).

Under the Dalrymple Bay Coal Terminal (DBCT) 2017 access undertaking (cl. 5.4(k)(5)), DBCT Management can apply to us for approval to enter into access agreements to achieve greater capacity utilisation. Such an application falls outside the strict application of the process set out in clause 5.4. An approved application results in a change in reference tonnage, constituting a ‘review event’ (sch. G, definitions).
If a review event occurs, DBCT Management is required to submit a request to us to approve an amendment to (any one or more of) the annual revenue requirement, revenue cap, and reference tariff (sch. C, part A, cl. 4(e)).
On 11 July, DBCT Management submitted an access application under clause 5.4(k)(5) to increase an existing access holder’s capacity from 1 July 2018 to 30 June 2019, conditional on sufficient capacity being available beyond 24 August 2018. DBCT Management also submitted notification that a review event would be triggered by the change in reference tonnage, which would add 0.6 Mt from 1 August 2018 to 30 June 2019.

Change in reference tonnage June 2018
On 21 June 2018, we approved DBCT Management’s application to amend the reference tariff from $2.4674 to $2.2039, to apply from 1 to 30 June 2018.
The approval was made in accordance with the DBCT access undertaking 2017 (sch. C, part A, cl. 4(e)).

Change in reference tonnage April 2018
On 19 April 2018, we approved DBCT Management’s application to amend the reference tariff from $2.5175 to $2.4674, to apply from 1 April to 30 June 2018.
The approval was made in accordance with the DBCT access undertaking 2017 (sch. C, part A, cl. 4(f)).
